The hero of the series is the chief of the criminal police, champion of the fight against crime in a deprived district of Moscow, Kapotna. Makarov is known for being difficult and unsociable. Despite this, he enjoys the esteem of his colleagues.
The story begins when Makarov's new superior is his former comrade in the police academy, Belov, whom he once made fun of. Now Belov wants revenge. He kidnaps Makarov his subordinates, sends them to other departments and attributes to Makarov four young girls fresh from the police academy.
