Maxim learns that the village located on the seashore is being terrorized by a gang of a certain Voloshchuk, a cruel and unscrupulous mercenary financed by the oligarch Yuriy Gadzhalo. The oligarch wants to survive from the village of local residents, demolish it and build an expensive hotel with restaurants and a mooring for boats on this site. Upon learning of this, Fadeev stands up for the inhabitants of the village, which leads to a conflict with the local police, who turn a blind eye to the atrocities of the bandits and even cover them up. Soon, the locals, who were intimidated and did not resist the atrocities, begin to help Fadeev in his fight against the gang.
