Retired commander Cherkasov helps his former colleagues in the Moscow Criminal Investigation Department (MUR) investigate the murders of lottery winners who have pocketed large sums of money. Kovalev and Timofeeva suspect Belousov, the lottery organizer, and Shorokhov, the manager, of being behind the murders. During their investigation, MUR agents encounter opposition from officials for whom the lottery represents a crucial budget item. The investigation unexpectedly leads them to the Institute for Research in Mathematics and Cybernetics, where a team of young researchers is studying and optimizing methods for generating profits through the state lottery.
